Army can RECEIVE private info

If you give it to me, and I keep it, that's not collecting, so says the army. "Collecting" is only when I go looking for it? I don't think so.

It is an established fact that the US military has been 'receiving' information on US citizens from British intel who have been 'collecting' it.
